The funding fee is the VA program's self-funding mechanism, and the exemption is one of the most valuable and most overlooked parts of the benefit. Exempt categories generally include veterans receiving compensation for a service-connected disability, veterans who would be entitled to receive compensation but for retirement or active duty pay, surviving spouses of veterans who died in service or from a service-connected disability, and certain Purple Heart recipients serving on active duty. The exemption appears on the Certificate of Eligibility, which is why pulling the COE early matters. Two timing problems come up regularly. A veteran with a disability claim still pending at closing pays the fee, and if the claim is later approved with an effective date before the loan closed, a refund of the financed fee is available — but it must be requested, and many veterans never learn that. Separately, a veteran whose rating changes after closing should re-check status before any future VA transaction. On a $475,000 purchase with first-use entitlement and no down payment, the exemption is worth roughly $10,000.
